There's a growing meme that the market and the economy are about to have a date with destiny.
The thinking is this: Markets have surged all year like there's not a care in the world. On the other hand, the economy has already been buffeted by one major headwind (the end of the payroll tax holiday) and it could be hit by another (the upcoming sequestration spending cuts. As such, we're about to know whether the economy can really justify the market rally, or whether risky assets will have to come floating back down to earth.
BofA/ML strategist David Woo described this to us as a "moment of truth" for the economy, and anticipated the fight over the sequester (which takes place over the coming weeks) will be where it all happens.
Other folks have called this a "tipping point" for the market, but it's basically the same idea.
In a note to clients, Citi's Steven Englander says that a big test is coming up this week, on Wednesday in fact. That's when we get January retail sales, which he calls 'The Most Important Datapoint So Far This Year.'
The big question for the US economy is how much of a headwind the January 1 tax hike has become for US activity. Janaury retail sales would by far be affected more directly than January payrolls or ISMs, so retail sales will be the first really hard data on the impact of the tax hike.  Expectations are relatively muted. The consensus is for headline and ex-autos at +0.1% m/m (Citi economists expect +0.2% and +0.3%, on the view that momentum will persist. Core retail sales are expected to growth 0.3% m/m by the consensus and 0.4% by Citi economists.

Welcome to the new world of genetically engineered meat — unless we act now.
The Process
The problems begin with FDA’s bizarre decision to consider GE meat using its “New Animal Drug Approval” (NADA) process, a process designed for evaluation of new animal drugs (hence the name), not genetically engineered animals. The GE salmon themselves are, according to this analysis, the animal drug. As food blogger Ari LeVaux explains on Civil Eats, “the drug per se is AquaBounty’s patented genetic construct... Inserted at the animal’s one-cell stage, the gene sequence exists in every cell of the adult fish’s body.”
Of course, NADA was not designed to analyze the human health or environmental consequences of new animal drugs, and because the animals are the drugs in this process, their welfare is also ignored. In all three areas, there is ample reason for concern.

Obama's annual State of the Union addresses reflect beginning-to-end doublespeak duplicity. Empty rhetoric signals business as usual.
Policy prioritizes corporate empowerment, rewarding rich elites, letting popular needs go begging, funding America's war machine, and cracking down hard on non-believers.
Obama does what his supporters thought impossible. He governs to the right of George Bush. He's beholden to powerful monied interests. They own him. He's their man in Washington. Whatever they want they get.
He mocks rule of law principles. He deplores democratic values. He prioritizes wrong over right. He's waging multiple direct and proxy wars on humanity.

Secretary of State John Kerry's clear where he stands. He laid down markers. He demands Iran comply with Washington's demands. Left unsaid is what follows otherwise.

On February 26, nuclear talks will resume. P5+1 countries (Washington, Britain, Germany, China and Russia) will meet Iranian negotiators. They'll do so in Almaty, Kazakhstan.

Targeting Iran's peaceful nuclear program is red herring cover for regime change. Good faith negotiations aren't possible. Washington obstructs them. So does Israel behind the scenes.

"The international community is ready to respond if Iran comes prepared to talk real substance and to address the concerns, which could not be more clear, about their nuclear program."

"The president has made it clear. He is prepared to talk about a peaceful nuclear program."

"Iran has a choice. They have to prove to the world that it is peaceful and we are prepared to sit reasonably and negotiate how they can do that. Or they can chose to be more isolated."

Seeking to rebuild its reputation and boost profitability after a series of scandals, Barclays said it would shed 1,800 posts from its corporate and investment banking arm in 2013 and further 1,900 retail and business banking posts in continental Europe this year.
In a speech at the Royal Horticultural Halls in London’s Westminster district on Tuesday, Jenkins unveiled his six-month plan, dubbed “Project Transform,” saying the bank was reforming despite “cynics.”
“Barclays is changing. There will be no going back to the old way of doing things. We are changing the way we do business. We are changing the type of business we do,” he said.
Barclays was fined £290 million when it became the first global bank to admit to manipulating submissions used in calculating the Libor and Euribor benchmark interest rates.
The bank also set aside nearly £2.5 billion of cash to cover mis-selling compensation claims contributed to a plunge in pre-tax profits to £246 million in 2012 from £5.9 billion in the previous year.
Barclays, however, is still paying out £1.85 billion in annual bonuses to its 139,200 staff. Its overall bonus pot will mean each employee gets £13,300 on average, which is lower than the £2.2 billion paid out last year.

So here’s what we know:
1) The LAPD engaged in a wild, frenzied attempt to execute Dorner. This resulted in LAPD officers engaging in the attempted murder of innocent civilians, including one surfer and two women in a pickup truck. (Question: Why are LAPD officers who shot at innocent citizens not being charged with attempted murder?)
2) Once Dorner was holed up in a cabin, the LAPD chose to fire tear gas canisters into the home instead of waiting him out and forcing a surrender after a long standoff.
3) LAPD officers know full well that tear gas canisters can set off fires.
4) Once the fire broke out, Dorner was a dead man. If he fled the fire, he would be shot down by the LAPD. If he stayed in the cabin, he would be burned alive. This is the new brand of “justice” the LAPD is dishing out in 2013.

 Dorner also forgot to call his actions “peace.” See, if you kill a bunch of Americans without calling it “peace,” then you get chased by the police. But if you call it “peace,” as Obama does, you win a Nobel Peace Prize. And then the bombs you drop on children in the Middle East are called “peace bombs.”

He is desperate. In its just released annual report, France’s state auditor, the Cour des Comptes, told the government that it was dreaming. Its forecast of 0.8% growth for 2013 was way high. Try 0.3%. And forget about the budget deficit target of 3% of GDP, which had been based on that illusory 0.8% growth. And even if growth came in at 0.8%, the deficit would still be above that all-important 3%.
To get to the deficit target, the government had raised a slew of taxes to extract another €32 billion this year from households and businesses that are already gasping for air. Now “absolute priority” must be on bringing down spending, admonished Didier Migaud, First President of the Cour des Comptes, when he presented the report.
But spending cuts—whether corporate welfare projects or social programs—would be highly unpopular. Hence, the government’s emphasis on fighting tax fraud. Some estimates put tax fraud in the range of €60 to €80 billion per year, others at half that. Either way, a free gift. If the government could just get its hands on that money.

Now, John Brennan, Obama's nominee for CIA director, is expected to face tough questions about drone strikes on Thursday when he appears before the Senate Intelligence Committee. NBC's Michael Isikoff reports.
A confidential Justice Department memo concludes that the U.S. government can order the killing of American citizens if they are believed to be “senior operational leaders” of al-Qaida or “an associated force” -- even if there is no intelligence indicating they are engaged in an active plot to attack the U.S.
The 16-page memo, a copy of which was obtained by NBC News, provides new details about the legal reasoning behind one of the Obama administration’s most secretive and controversial polices: its dramatically increased use of drone strikes against al-Qaida suspects abroad, including those aimed at American citizens, such as the  September 2011 strike in Yemen that killed alleged al-Qaida operatives Anwar al-Awlaki and Samir Khan. Both were U.S. citizens who had never been indicted by the U.S. government nor charged with any crimes. 
The secrecy surrounding such strikes is fast emerging as a central issue in this week’s hearing of White House counterterrorism adviser John Brennan, a key architect of the drone campaign, to be CIA director.  Brennan was the first administration official to publicly acknowledge drone strikes in a speech last year, calling them “consistent with the inherent right of self-defense.” In a separate talk at the Northwestern University Law School in March, Attorney General Eric Holder specifically endorsed the constitutionality of targeted killings of Americans, saying they could be justified if government officials determine the target poses  “an imminent threat of violent attack.”
But the confidential Justice Department “white paper” introduces a more expansive definition of self-defense or imminent attack than described  by Brennan or Holder in their public speeches.  It refers, for example, to what it calls a “broader concept of imminence” than actual intelligence about any ongoing plot against the U.S. homeland.

Michael Isikoff at NBC News has obtained a Justice Department white paper that purports to explain when it would be lawful for the government to carry out the extrajudicial killing of an American citizen believed to be affiliated with a terrorist organization. Many of the white paper's arguments are familiar because Attorney General Eric Holder set them out in a speech at Northwestern University in March of last year. But the white paper offers more detail, and in doing so it manages to underscore both the recklessness of the government's central claim and the deficiencies in the government's defense of it.
The 16-page white paper (read it here) is said to summarize a 50-odd page legal memo written in 2010 by the Justice Department's Office of Legal Counsel to justify the addition of U.S. citizen Anwar Al-Aulaqi to the government's "kill lists." That legal memo is one of the documents the ACLU is seeking in an ongoing Freedom of Information Act lawsuit. Needless to say, the white paper is not a substitute for the legal memo. But it's a pretty remarkable document.
The paper's basic contention is that the government has the authority to carry out the extrajudicial killing of an American citizen if "an informed, high-level official" deems him to present a "continuing" threat to the country. This sweeping authority is said to exist even if the threat presented isn't imminent in any ordinary sense of that word, even if the target has never been charged with a crime or informed of the allegations against him, and even if the target is not located anywhere near an actual battlefield. The white paper purports to recognize some limits on the authority it sets out, but the limits are so vague and elastic that they will be easily manipulated.

In all this insanity I can’t help but feel like I’m reading about a live action reenactment of an episode in the life of Frank Castle, the sociopathic antihero known as The Punisher.

t's been 10 years since the Department of Homeland Security (DHS) started up operations. During that decade, DHS has moved to the forefront of funding and deploying the robots and drones that could be coming soon to a neighborhood near you.
DHS funds research and development for surveillance robots. It provides grant money by the hundreds of thousands to police agencies to buy their own. And sometimes it's bought and deployed robots -- for their skies, the ground and the waters -- of its own, usually concentrated along the border. It's not clear how many of those robots police operate, and law enforcement isn't by any means the only domestic market for the 'bots. But the trend lines point toward more robotic spy tools for law enforcement in more places -- with more DHS cash.
But it's not going to be simple. The Federal Aviation Administration is cautious about opening the skies to unmanned vehicles -- so much so that Congress and the Obama administration ordered it to ease up on restrictions by 2015. But not all spy robots fly. DHS is also developing robots that resemble fish, and deploys tunnel-bots deep into drug-smuggling tunnels along the border.

Similar reactopamine requirements have also been enacted for Canada, Brazil and Mexico: "As of today we got a flat refusal only from American Veterinary Office," a spokesperson for Russia's Veterinary Service told Kommersant daily.
